Announcement of the competition for the selection of the design team for the rehabilitation of the National Stadium

On July 14, 2023, a collaboration protocol was established, within the scope of the dynamization and rehabilitation of the National Stadium, between the following entities:

Portuguese Athletics Federation (FPA)

Portuguese Football Federation (FPF)

Portuguese Rugby Federation (FPR)

Portuguese Institute of Sport and Youth (IPDJ)

Directorate-General for Cultural Heritage (DGPC), currently Cultural Heritage, Public Institute (PC, IP)

Municipality of Oeiras (CMO)

The Protocol aims to establish the principles and conditions under which the granting entities must develop the project for the promotion and rehabilitation of the National Stadium. Within the scope of this procedure, the FPF is the representative of the above-mentioned entities.

The rehabilitation of the National Stadium aims to modernize the sports space and surroundings, to enable the practice and use by the IPDJ and the Portuguese Athletics Federation (FPA), Portuguese Football Federation (FPF) and Portuguese Rugby Federation (FPR), namely in national and international sporting events, taking into account the integrity of the property with about 80 years.

The facilities to be rehabilitated, reorganized and built intend to ensure, in conditions close to the best practices, the training and national and international competitions of the national teams and the training of staff and practitioners, also allowing the centralization of the various activities of the federations, giving them greater effectiveness in their missions.

Maximum value for the cost of the work: €25,000,000.00 + VAT

Base amount: € 1,000,000.00 + VAT

Phasing

1st phase: Submission of applications and qualification of candidates

The 5 best teams that meet the minimum technical capacity requirements established in article 17 of the Regulation are qualified for the 2nd phase.

2nd phase: Presentation, analysis and selection of design work

Phase subject to anonymity and limited to qualified competitors in the 1st phase.

Prizes

€ 75,000.00 distributed in proportion to the classification/score of each design work presented by the competitors in the 2nd phase

Selection criteria (1st phase)

> Factor A: Individual curriculum vitae of the design team members - 30%

> Factor B: Collective curriculum of the design team - 30%

> Factor C: Adequacy of the technical team - 20%

> Factor D: Approach to the intervention program - 20%
